CALLING INSTRUCTIONS FOR THE PORT OF FUJAIRAH

Please find attached the Fujairah Calling Instructions in a doc file and a pdf file along with the ISPS Form, the NEW INFLUENZA A (H1N1) HEALTH DECLARATION FORM, the NOTICE TO MARINER NO. 121, and finally the NOTICE TO AGENT NO. 23

As per Fujairah Port Rules and Regulations, all vessels bound for FUJAIRAH, at least 24 hours prior arrival should forward via ship's agents or by themselves the following important documents:

1. LAST PORT CLEARANCE
2. Duly filled, signed/stamped the ISPS FORM 1A - PERMISSION TO ENTER (Please see the attached form) 3. NEW INFLUENZA A (H1N1) HEALTH DECLARATION FORM  (Please see the attached form)

Due to the port congestion, all vessels can not stay at Fujairah port (offshore anchorage areas) more than 10 days. Invoice will be generated automatically against any vessel which stays more than 10 days counting from the 11th day.

The vessel must also give 72 / 48 / 24 / 12 hours ETA notice to our Fujairah office, at the following contact numbers:

SHIPS FLYING FLAGS OF BELOW LISTED COUNTRIES ARE BANNED FROM ENTERING IN U.A.E. PORTS, ANCHORAGE AREAS AND TERRITORIAL WATERS UNLESS THEY CARRY VALID CLASSIFICATION CERTIFICATES ISSUED BY A MEMBER OF (IASC) "INTERNATIONAL ASSOCIATION OF CLASSIFICATION SOCIETIES).

Vessel  arriving  at  the  Fujairah  offshore  anchorage  area  must inform,  by  V.H.F. CH 16  &  10,  the  Fujairah  Port  Control  two  hours before  their  arrival  and  to provide  them with the  following information:

Vessel Name, Vessel Type, Vessel Condition, Agents?  Name, I.M.O. Number, Port of Registry,  Flag,  N.R.T.,  D.W.T.,  L.O.A.,  Nature of Call,  Last Port,  Next Port,  ETA  &  Master's Name.
If the information provided are as per the Port requirement then the Port Control will allow the vessel to drop anchor in designated area.  It is the responsibility of the ship's master to select safe anchoring position for his vessel.

Any type of vessel approaching or using Fujairah offshore anchorage area must all times liable to maintain proper actions and apply rules of the INTERNATIONAL REGULATIONS FOR PREVENTING COLLISIONS AT SEA for averting  the risk of collision.

After dropping anchor the vessel must report her anchored position and time to the Control Tower.  Also, when sailing from the anchorage the vessel has to report her sailing time and destination.

All tankers calling at Fujairah Port of Fujairah Offshore Anchorage Area, regardless the nature of call should have the following certificates valid onboard and these certificates should be available for inspection.

c) Cargo Ship Safety Equipment Certificate
d) Cargo Ship Safety Radio Certificate
e) Civil Liability Certificate issued from flag state ( issued in accordance with provisions of International Convention on Civil Liability for oil pollution damage 1992)
f) The International Oil Pollution Prevention (I.O.P.P.) Certificate
g) Ship's  Register Certificate
h) Classification Certificate  (Hull  &  Machinery)
i) De-ratting Certificate
j) ISM  Certificate

REMINDERS

AS PER SAFETY/SECURITY REGULATIONS & REQUIREMENTS AT THE PORT ALL SINGLE HULL TANKERS LOADED AT OR PAST 25 YEARS FROM THE DATE OF DELIVERY ARE NOT ACCEPTED AT THE PORT OF FUJAIRAH AND OFFSHORE ANCHORAGE AREA.

FOR: SINGLE HULL TANKERS MORE THAN 15 YEARS FLAG STATE PERMISSION

AFTER SUBMITTING FLAG STATE PERMISSION (FOR CARRYING HEAVY GRADE OIL) ALSO HAS TO SEND TO THEIR AGENT A STATEMENT SIGNED BY MASTER OF THE SHIP FOR EACH CALL AT PORT OF FUJAIRAH OR FUJAIRAH OFFSHORE ANCHORAGE AREA STATING THAT THE CARGO ON BOARD HIS VESSEL IS ACCORDING TO THE CONDITIONS MENTIONED IN THE FLAG STATE PERMISSION.  TANKERS NOT COMPLYING WITH THE ABOVE WILL NOT BE ALLOWED TO CALL AT PORT OF FUJAIRAH OR FUJAIRAH OFFSHORE ANCHORAGE AREA.

DUE TO THE PORT CONGESTION ALL VESSELS CAN NOT STAY AT FUJAIRAH PORT (OFFSHORE ANCHORAGE AREAS) MORE THAN 10 DAYS, INVOICE WILL BE GENERATED AUTOMATICALLY AGAINST ANY VESSEL WHICH STAY MORE THAN 10 DAYS COUNTING FROM THE 11TH DAY.

AFTER 10 DAYS AT ANCHORAGE REGADLESS THE NATURE OF CALL THEY HAVE TO BE CHARGED BY THE PORT OF FUJAIRAH AUTHORITY AS PER NOTICE TO MARINER NO. 121 (PLEASE SEE THE ATTACHMENT) AS FOLLOWS:

FROM 16th DAY TO 20th DAY        DHS 7,500 PER DAY
FROM 21st DAY AND ABOVE        DHS 10,000 PER DAY


PORT OF FUJAIRAH HAS SECURITY LEVEL ONE , IF THE ARRIVING VESSEL DOES NOT COMPLY WITH THE LEVEL ONE, THE VESSEL HAS TO BE INSPECTED BY THE PORT AUTHORITIES ON ARRIVAL WITH AN ESTIMATED COST OF ABOUT 6,000 DHS OR ABOVE DEPENDING ON THE NO. OF HOURS/DAYS THE VESSEL WILL STAY AT THE PORT. (A PATROL BOAT WILL BE IN SURVEILLANCE DURING HER STAY.)

FURTHERMORE, THE PORT REQUIRES THE VESSEL TO REPORT THE EXACT SAILING /DEPARTURE INFORMATION AND MUST REPORT TO THE AGENT AS WELL TO AVOID FURTHER CHARGES OR PENALTIES.
